Summary:
In the process of the implementation of the NIS Directive, the action aimed to prepare SI-CERT for the requirements and tasks arising from the Directive. Additionally, the action was a response to the increasing importance of cyber security and to the necessity of protection against cyber-attacks both at the national and European level. Its wide range of measures contributed towards strengthening online trust and security as one of the key pillars of the Digital Agenda for Europe Strategy.
From the European point of view the action addressed two strategic topics – establishing national cyber security Generic Services and its collaboration with the Core Service Platform (CSP), and implementation of the Directive No. 2016/1148 on concerning measures for a high common level of security of network and information systems across the Union (NIS Directive). In order to ensure trans-European connectivity, access, and interoperability in cybersecurity, SI-CERT established a national access point to the Core Service Platform (CSP) cooperation mechanisms as part of developing national generic services. Further, SI-CERT analysed requirements and integration possibilities for CSP components and integrated selected components with existing tools and systems, leveraging SMART 2015/1089 project results and linking with the MeliCERTes platform for sharing cyber security incident information and warnings. SI-CERT hardware infrastructure was upgraded to ensure redundancy to effectively fulfil the key tasks mandated by the Directive. Training and education through specialized conferences aimed at strengthening personnel capacities were an integral part of the action’s activities.
As response to the increasing number and severity of cyber-attacks in Slovenia, SI-CERT implemented a series of awareness, proactive, and post-attack measures focusing on all types of stakeholders, particularly by organizing a nationwide awareness-raising campaign targeted at the general public.
Action results:
The Action increased the preparedness of SI-CERT by ensuring compliance with the requirements and tasks arising from the NIS Directive. SI-CERT increased its maturity level, upgraded hardware infrastructure and ensured redundancy of critical systems. In the course of the Action, interoperability with the Cybersecurity Core Service Platform was achieved, SI-CERT personnel capacities were strengthened through training, pro-active and post-attack measures launched, and a nationwide awareness-raising campaign implemented.
